Catalyst 2030 is a global movement of social entrepreneurs and social innovators from all sectors who share the common goal of creating innovative, people-centric approaches to attain the Sustainable Development Goals by 2030.
In this conceptual paper, we bring together two types of non-market entrepreneurial behavior – social entrepreneurship and policy entrepreneurship – with the theoretical aid of three concepts of Lester Salamon and propose several propositions regarding social entrepreneurship and social-welfare provision. First, we argue that social entrepreneurship is analogous to social policymaking, except that it is carried out by non-state actors and operates in a bottom-up rather than top-down manner.
